All of these icons were made in the GIMP, but they are translatable to most programs.

Obviously, you first need to get your base. Mine is made by the_vixxmeister. Depending on your image lighting, duplicate your base and set it to Soft Light 100%. Flatten your image for the GIMP users; it's not necessary for most other programs.

Make a Color Balance layer with these settings.
Midtones: -70, -20, +50

Make a Levels layer with these settings.
Reds, Output Levels: 0, 244

Make a new layer with #003b53 and set it to Soft Light 40%.
Make a new layer with #380707 and set it to Overlay 50%.
Flatten your image.

Duplicate your flattened image and set it to Screen 100%. Now your image should be very bright. Flatten your image again.
Make a Hue/Saturation layer and put the Saturation up to +80, depending on your image. Flatten your image again, if needed.
Duplicate your flattened image. Desaturate it and set it to Soft Light 100%. You're done! I hope you like it.

Make a new layer and fill it with #b89090. Set it to Overlay 100%.
Make a new layer and fill it with #450455. Set it to Overlay 40%.
Make a new layer and fill it with #e9adf8. Set it to Burn 40%.
Flatten your image.

Make a new layer and fill it with #b89090. Set it to Overlay 100%.

Flatten your image.
Make a Hue/Saturation layer and set the Saturation level to +25, depending on your image. And you're done! Hope you like your product.

Make a Channel Mixer layer with these settings.
Red: +110, +20, -20
Green: -20, +105, -10
Blue: +20, +20, +120
