01: Crop your base to 100x100. I usually like to do this step last, but we'll be adding an iconsized texture so it's good to know what part of the picture you're concentrating on now, rather than later. Today, I'll be using this picture of the Chinese actress Liu Yifei, because I think she's cute as a button.

02: Now duplicate your layer (Ctrl+J), and set it to Screen, 30%. This, of course, depends on how dark your image is.

03: Now make a new fill layer, color 929EEB and set it to Soft Light, 100%.

04: And another new fill layer, this time with the color 08073E and set it to Exclusion, at 70%.

05: Now we've lost some of our brightness. Let's fix that. Make a new Selective Color layer with these options.
R: -39, +58, +42, -10
Y: -100, 0, -100, +17
B: +24, -25, +20, -18
B: -34, -13, 0, -31
