Just a side note, skipping #6 is less of a hassle, but I do think it looks better with that step... however slightly.
1. Duplicate base and sharpen. I lowered the opacity to 36 % because I thought it looked too icky too sharp. D:

2. Make a new curves layer. Output: 191, Input: 139

3. Make a Selective Color layer. Reds: -31, -29, +32, -10. Greens: -100. Cyans: -74. Neutrals: -12, -6, -19, -16. Blacks: 0, 0, 0, +80

4. Make a new blank layer. Fill with #0e0c3c. Set to Exclusion.

5. Make a new Hue/Saturation layer. Saturation: +54.

6. Make a new Color Balance Layer. Midtones: +100, +34, -22. Highlights: +18, 0, -15. Shadows: -100, -35, -36

7. Copy this texture (by
_iconographer), and paste into a new layer. Set Opacity to 58%. Set to Multiply.

8. I then added text. White, Times New Roman, 11pt.
