I've been lurking for a while, so I figured I'd finally post a tutorial of my own. :)

Made in PSPX2; Completely translatable!
1. Start with your base. I’m using this screencap for mine.
2. Duplicate twice, set the first to Screen 100% and the second to Soft Light 100%. Or whatever looks good, depending on your base. Then I merged all layers.
3. I made a new curves layer to brighten it up a bit more, and put in these settings;
RGB: 174 > 206.
4. Next I made another Curves layer.
Red: 25 > 69, 223 > 203
Blue: 38 > 13, 126 > 143, 212 > 233.
5. Duplicate the base, drag it to the top, and set it to Luminance (L) 100%.
6. Duplicate that layer, set it to Burn 23%.
7. Take this -
texture from
vous_le_savez and set it to Luminance 36%.
8. I took this -
texture by
tihana and set it to Screen 100%, then moved it to the side.
You could stop there, but I wanted to add something else to it. I took this screencap from the Torchwood credits and set it to Screen 100%. That was my equivalent to adding brushes and text. You be creative.
There you go. I'd love to see what you guys come up with.
