1. It’s a blurry picture to start with, but I did Filter > Blur > Blur once to get rid of some of the noise.
2. Duplicate your base twice and set both to screen 100%
3. Layer > New Adjustment Layer > Levels.

RED: 0. 0.91, 255
GREEN: 3, 0.95, 255
BLUE: 0, 0.96, 245
4. Layer > New Adjustment Layer > Curves
RGB: 1st point: 144, 162 2nd point: 77, 71
5. Layer > New Adjustment Layer > Selective Color
REDS: -48, 7, 87, 3
YELLOWS: -10, -1, -61, 0
CYANS: 100, 30, 0, 0
WHITES: 27, 12, 31, 0
NEUTRALS: 15, 15, 19, 5
6. Layer > New Adjustment Layer > Hue/Saturation
MASTER: SATURATION: 5
7. Layer > New Adjustment Layer > Color Balance
MIDTONES: -42, 15, 16
SHADOWS: -11, 12, 11
HIGHLIGHTS: 15, 25, -11
8. Press down Ctrl+Alt+Shift+E.
9. Filter > Sharpen > Smart Sharpen.
Amount: 45%
Radius: 1.0 pixels
Remove: Lens Blur (on the drop down menu)
More Accurate checked
And I still came up with some noise on it. :(
