1. Prepare you base. Duplicate it and set to Screen if necessary

2. New Fill Layer Solid Color "073257" set to Exclusion 54%

3. New Selective Color Layer set to Screen
Settings:
REDS: -69, 0, 58, 11
YELLOWS: -38, 0, 58, 0
WHITES: -45, 0, 12, 0
NEUTRALS: -10, 0, 0, 0
BLACKS: 100, 0, 0, 0

4. New Color Balance Layer 85%
Settings:
MIDTONES: -68, -10, 52
SHADOWS: -27, 0, 17
HIGHLIGHTS: 11, 0, -9

5. New Selective Color Layer
Setting:
REDS: -100, 0, 100,
YELLOWS 100, 0, 100, 0
CYANS: 99, 0, -100, 0
NEUTRALS: 11, 0, 0, 0
BLACKS: 100, 0, -100, 0

6. You can also add this two textures by flavourness ans star_jrock
