Program: The GIMP (I'll continue with Photoshop a.s.a.p.)
First of all, start of with your base. I got this one from this entry of mine.

Duplicate your base and set it to Screen 100% - optional, depending on your icon lighting.
Flatten image/Merge layers.
Make a Color Balance layer and select the option Midtones; +40, +30, +50.
Make another Color Balance layer and select the option Midtones; -30, +20, +20.
Make a Hue/Saturation layer and on Saturation put +50.
Make another Color Balance layer and select the option Midtones; +10, +30, +20.
Make a Hue/Saturation layer and on Saturation put +30.
All the coloring is done! The next step is obviously optional, and has nothing to do with achieving the coloring effect.
Add this texture by

Set it to Screen 100%.
There! You're done. Here's my finished product:
