Duplicate your original image layer
Set that layer to Screen
Make a new layer
Fill with #004061
and set to Exclusion
Make another layer
Fill with #d6f1ff
Set to Linear Burn
Go to Layer> New Adjustment Layer> Color Balance...
Put in +25, +79 && +31
Make another adjustment layer, but this time selective color
Reds
+51
+41
+23
+45
Neutrals
+43
+44
+45
-34
Blacks
+48
-27
+46

Optional, if picture is too light:
Select the Layer you copied earlier that was set to screen
Duplicate that layer and set it to Darken
