I am using Photoshop CS2, and I am having an problem that is really bugging me.

When I go to use the move tool, I can drag around an image or a texture, but I can't stretch it, like resizing it when it has the dashed border around the image or texture.

Does that make sense?

Anyway, I've tried restarting Photoshop and my computer, and nothing seems to work. Help?
