It helps to have a high/medium quality photo. I don't think this will work otherwise.
Step 1. Start out with your base, cropping and resizing to 100 x 100
Step 2. Duplicate the layer and set it to Screen, opacity 100%
Step 3. For this color we are going to use selective coloring.
Reds

-99
Yellows
-53
+10
+21
Neutrals
+51
-17
-55
Blacks
Black = +100
Now if you want this color, forget the previous Step 3 and continue to this Step 3 .
Step 3. We are picking up right after Step 2. After you set the duplicated layer to screen, make a Channel Mixer layer. Only adjust the Red Channel.
Red = +134
Green = +6
Blue = -22
You will end up with something similar to this

Step 4. Next make a selective color layer.
