Translatable: Completely!
Difficulty: Super easy!

1) Duplicate base and set to screen 100% (don't sharpen yet)
2) New layer- fill with #13223c (dark blue) -> set to exclusion 100%
3) New layer- fill with #faf4db (creme/tan) -> set to multiply 60%
4) New layer- fill with #cddaea (light blue) -> set to color burn 100%
5) New adjustment layer -> Levels -> Set RBG input to 0~0.83~255 -> set to 30-60% (depends on image & how you want it)
6) Stamp new layer (Ctrl+Alt+Shift+E) and sharpen -> set to 50-75% (again, depends on image and how you want it)
7) Merge all! :]
