1. duplicate your base and set it to Screen, opacity depends on your picture, mine was set to 32%.

2.
Solid Color Layer 1 : 9dc4de at Color Burn 100%.
Solid Color Layer 2: 9e2524 at Softlight 38%.
Solid Color Layer 3: 000b40 at Exclusion 100%.

3. Hue/Sat layer.
Master; +1 | +23 | +7
Reds; 0 | +7 | +4
Yellows; +2 | +18 | 0
Blues; 0 | +20 | 0

4. Selective Color layer.
Reds; -100 | +6 | +33 | -3
Yellows; -42 | +17 | +24 | -11
Neutrals; +40 | -6 | -19 | +17

5. Duplicate your base and drag it to the top. set it to Softlight 100%. Duplicate that, desaturate it and set at 76%.

6. Color balance layer.
-85 | -26 | -24 (Preserve Luminosity unchecked)

7. add your text and whatever extra textures you want. i added a scratchy texture, setting it to screen and erased the parts over her face.
