This will not work on most pictures, and I would rather you find your own pictures, then it feels like it's mostly yours. This is just a guide, in no way do you have to do it step by step. Be creative. (I don't know how creative you can get with colorings, but I think you know what I mean.) I do not sharpen before I color, I sharpen afterwords, if it's needed.
Gather your picture(s) first, obviously.
Step One: Layer > Fill Layer > Fill with #073022, set to Exclusion 30%.
Step Two: Layer > New Adjustment Layer > Curves.

Step Three: Layer > Adjustment Layer > Curves.

Step Four: Layer > Adjustment Layer > Color Balance.
M: -12, -12, -34
S: +22, +9, +15
H: -11, +9, -5
Step Five: Layer > New Adjustment Layer > Brightness/Contrast.
B: -10
C: -12
Step Six: Duplicate base layer, bring it to top, and set it to Luminosity.
Step Seven: Take this texture by
discolore_29 and set it to screen. I took a soft brush, size 28 and erased the parts that I didn't like, and duplicated it again, before rotating it, and doing the same thing.
Merge all and you're done.
