How to make This Into That.
.
make a new layer and fill it with #0b0c26 and set it to exclusion.
.
make a new layer and fill it with #A4E0F4 and set it to color burn at 75 %.
.
make a new selective color layer and set in these settings ;
Red ; -50, -30, 0, 0
Neutrals ; -12, -12, -26, 0
.
make a new hue and saturation layer and fill in 0, 20, 0.
.
make a new brightness and contrast layer 20, 40
.
make a new layer and Use the soft round brush at 200px and choose a color you like, I chose a light pink color #f7a4ff.
.
make a new layer for your text, I used Susanna at 20px and this is my final result
