First duplicate the base layer, and set it on screen 100%, then duplicate base layer again and arrange it to the top, set it at soft light 34%.
Make a new layer and paste the color #210ba9 and set the layer at overlay 18%.
Duplicate the base layer again and arrange it to the top and set it to screen 100%.
Open up a new Hue/Saturation/Lightness layer and change the settings like this:

Open up a new channel mixer layer and change the setting like this:
Red:click here
greenclick here
Open up a new color balance layer and change the settings like this:
click here
Again duplicate the base layer and arrange it to the top and set the layer at normal, opacity 20%.
This is what your layer pallete should look now:

When you do this on other pictures, it might be too bright so all you have to is mess around with the last layer opacity like i have down below:

Open up a new curves layer, and change the settings to this.
RGB
Point one, input: 57, output: 60
Point two, input: 137,output: 132
should look like this
RED
Point one, input: 110, output: 125
Point two, input: 150, output: 176
Point three, input: 40, output: 70
should look like this
GREEN
Point one, input: 120, output: 128
should look like this
BLUE
Point one, input: 92, output: 65

Duplicate the base layer and arrange it to the top, desaturate it and set it on softlight 100%
Make a new raster layer and fill the layer with the color #060044 and put it on exclusion 100%
Open up a Hue/Saturation/Lightness layer
MASTER
saturation, -11
Duplicate the Hue/Saturation/Lightness layer to make it stand out, i done this 3 time.
When duplicating the Hue/Saturation/Layer, change the opacity. Example are show below:

Have your base ready, and open up a new Curves layer and change the settings to this:
RGB:
Plot a point, input:95, Output:167
Should look like this
Open up a new Color Balance layer, and change the settings to this:
Shadows: 0,0,51
Should look like this
Duplicate the base layer and arrange it to the top adn set it to screen 100%.
Make a new layer and fill it in with the color #c00000 and set it to burn 38%
Make a new Brightness/Contrast Layer and change the settings to this:
Brightness: 13
Make a new Levels layer and change the settings to this:
RGB:
Input: 0,0.81,255
Output 0, 255
Should look like this
Make a new layer and fill it in with the color #56c000 and set it to Burn 40%.
Make another new layer and fill it in with the color #f3db29 and set it to Soft Light 26%
The image might be dark red, all you have to do is lower the opacity of the dark red burn layer or the curves layer.
