Resizing Problem

I checked the memories and didn't find anything that helped me so I'm posting the question. I was resizing some pictures for some icons that I'm making but when I resize them they're coming out all blurry. I have it set on Smart Size and the Resampling is checked so I don't know what's wrong. I didn't have this problem before so I'm confused. Maybe a setting changed? I dunno. Any help? Thanks!
