Using Photoshop cs3 - Not translatable.
Involves Selective Coloring, Fill Layers, Hue/Saturation.
Works best on dark bases or images with darker colors.
HERE @ my LJ

1. Find your image and crop it, sharpen if you want, etc.
2.Duplicate your base, and set it to screen 50%.
3. New Selective Coloring Layer:
Reds: -100, 0, +100, 0
Yellows: +100, 0, -100, 0
Whites: +100, 0, +60, 0
Neutrals: 0, 0, 0, -32 (-20 to -32 depending on your image, you don't want it too bright).
Blacks: 0, 0, 0, +20
4. New Fill Layer Using #040b27 (dark blue)
Set it to exclusion 30%.
5. New Hue/Saturation Layer. Use these settings:
Master Saturation: 15
6. New Selective Color Layer:
Whites: +50, 0, 0, 0
That's it! You may need to adjust some of the settings according to your image.
