Steps: Ten

This will not work on most pictures, and I would rather you find your own pictures, then it feels like it's mostly yours. This is just a guide, in no way do you have to do it step by step. Be creative. (I don't know how creative you can get with colorings, but I think you know what I mean.)

Gather your picture(s) first, obviously. 

1. Duplicate your base and set it to soft light 100%, of course you may change this step, if the picture comes out to dark, etc.

2. New adjustment layer > Brightness/Contrast 

Brightness: -29
Contrast: +19

3. New adjustment layer > Color Balance

Midtones: +12, +11, +20
Shadows: +100, +14, -5
Highlights: -10, +14, -20

4.  New Adjustmet Layer > Curves

Point One:
Input: 144
Output: 166

Point Two:

Input: 195
Output: 197

5. Duplicate base, and bring to top. Set to Luminosity, 28% opacity. 

6. New Adjustment Layer > Hue Saturation.

Master:

Hue: 0
Saturation: -10
Lightness: +4

7. Merge all layers.

8. Duplicate base layer, and leave it at normal, but go to Filter > Sharpen > Sharpen. 

9. Take this texture by </a></font></b></a>discolore_29 and set it to screen. I took a soft brush, size 28 and erased the parts that I didn't like, and duplicated it again, before rotating it, and doing the same thing.

10. Duplicate base layer, and bring to top. Set it too Screen at 20%

Merge all layers and you're done!
