1. Create a new fill layer and fill it with #1994bc. Set the layer's mode to soft light, 50%.

2.Create a new hue/saturation. Saturation: +37

3.Create a new selective color.
Reds: -100 20 -23 0
Yellows: -100 2 23 0
Cyans: 100 -23 0 0
Whites: -100 0 0 0

4. Create a new color balance.
Midtones: 12 9 8

5. New hue/saturation:

Edit: Reds - Saturation: 15
Edit: Yellows - Saturation: 31
Edit: Cyans- Saturation: 26
