Colour Balance included.
Crop and re-size your base, I'm using this one:
Duplicate base and set it to soft light @ 100%.
Create a new layer and fill with #0B1F4B, change to exclusion @ 100%.
Duplicate base and drag it to the top, set to soft light @ 100%.
Create a new layer and fill with #F5E4BB and set to soft light @ 100%.
Create a colour balance layer, my settings are.
Midtones; 26, -17, 30
Shadows; 17, 0, 20
Highlights; -8, 11, -18
And your done.
Remember this is just a guideline.
