This tutorial shows how to easily clean up a cartoon screen cap and use a coloring that works well for lots of different cartoon screen caps.
First crop up your base. This is the base I started with.
Duplicate your base and use Filter>Sharpen. If this makes your image look strange, try using Sharpen Edges instead. This image used Just plain old sharpen. Also on this layer I lightened things up a lot. This can be done one of two ways. Either you can use Image>Adjustments>Auto Levels (my favorite), or you can set the layer to screen. If you use screen you have to make sure you have the base underneath. Sometimes Auto Levels can make your image look bad. You may have to manually mess with the leveling tool yourself.
Now we start the coloring. For this image I used a dark blue exclusion layer on top. Any shade of very dark blue will do. This brings more consistency to the colors in the image without making the skin tone look strange. It also makes the blue curtains look really pretty. But unfortunately it makes the dress look a little funny.
So I set that layer opacity to 50%. Much better no? Let's hide this layer for now.
Going back to my second layer I picked up the main color of the dress with the dropper. Then created a soft light layer with the dress' color. The color you use for this soft light layer will vary depending on the image.
And here is your finished product. Very easy, but pretty result~
