I will be using PS7 but I'm sure it's doable in all of the newer versions as well.
I'm posting this because it was asked/requested here. :)
Other results

1. Pick an image and make it 100x100.

2. Add a layer, fill it with #202238, and set it to Exclusion at 100%.

3. Add another layer on top of that one, fill it with #D9E0FF, and set it to Soft Light at 100%.

4. Duplicate the base and put it on top of everything. Set it to Saturation at 100%.
5. Duplicate the base again and put it on top of everything. Set it to Overlay at 70%.
6. Add a Hue/Saturation layer (go Image > Adjustments > Hue/Saturation) and add 10 to Saturation.
7. Add a Selective Colors layer (go Image > Adjustments > Selective Colors)
