Uses layers, blend modes and textures.


The base.


Duplicate the base twice.
Set one layer to Soft Light, 100%.
The other layer to Screen, 50%.


(I actually did this after I added all the textures because then it was easier to see how light I wanted my base to be.)

Create a new layer.
Flood fill it with a dark blue.
Set to Exclusion, 100%.


Add texture #1.


(All the textures that are used in this tutorial were made by lookslikerain and you'll find them at soaked.)

Set to Exclusion, 100%.
Drag the layer down.


(I dragged the layer down because the lights were covering the whole icon and I only wanted part of the bottom covered.)

Add texture #2.


Set to Multiply, 100%.
Drag the layer to the right.


(I dragged the layer to the right because I didn't like the text to be in the center, I wanted it in the top right corner.)

Multiply the layer with the texture.
Drag it to the left.


(This is to fill up the gap and I like the way the two halfs of texture #2 now make it look like a fold.)

Add texture #3.


Set to Soft Light, 100%.


Put the layer with texture #3 between the two layers with the two halves of texture #2.


(I think this makes the left part of the icon look more in balance with the rest.)

Merge all your layers.
Up the contrast a bit.
