This was made in PSP X2, but I'm pretty sure it's translatable.

1) Sharpen your base with these settings Radius: 10; Strength: 70; Blend Mode: Overlay.

2) Then duplicate the base and set it at Screen 100%

3) Duplicate the base again and put it as Multiply 57%

4) Now add a Color Balance layer:
Midtones: -51, 7, -30
Shadows: 15, -8, -15
Highlights: 15, 25, 11

5) Now all you have to do is drag the color balance layer to the top, and the screen layer between the base and the multiply layer.
