i Pick your base, this is mine. Do your usual prep stuff (bluring, sharpening, etc.)
ii Duplicate it, set it to screen 100%.

iii Make a new Selective Color adjustment layer and put in these numbers.
Reds: -100 100 100 0
Yellows: -100 -35 100
Magentas: -100 100 100 0
Whites: -10 -35 -35 0
Neutrals: -10 -2 -2 0

iv Make a new Color Balance layer and put in these numbers.
shadows: 0 0 0
midtones: 15 5 -5
highlights: 0 0 0

v Make a new layer, fill with #1d88e2 and set it to luminosity 30-50%.
