1. Duplicate base, set to screen
2. New Layer, set to exclusion at 15%, fill with #0D3E67
3. New layer, set to soft light at 80%, fill with #000000
4. New layer, set to lighten at 60%, fill with #301141
5. Duplicate lighten layer
6. New layer, set to color burn at 100%, fill with #D3E5F4
7. Duplicate base, drag to the top, and set to soft light at 41%
8. OPTIONAL: I added a red blob (a soft circle in red set to screen) because it just looks good with this, even if it's out of date.
