First things first, prepare your base!
I found that this effect works best with images that have blue or green in it.


Once you've got your base set up, go to Filter>Distort>Lens Correction.
In the Vignette section, set the Amount to anything between -60 to -100.
Then set the Midpoint to anything from 50 to 75.
Play with the settings a bit until you get something you like.


This was my outcome:


Next, you go to your Layers window, and click the tab that says Channels.


You should get something that looks like this:


Once you've got that open, click the layer that says Red.


When you have that selected, go to Image>Adjustments>Brightness/Contrast.
Set your contrast to anything between 20 and 50.
For my image, I used 40.
After that, click the Green layer, and do the same thing.
(Make sure you set the contrast to the same amount you set your Red layer to.)
After you're done, click the RGB layer.


Once you've done that, your image should be done!

If you want a result similar to this:

Simply leave out the Green layer. :)
