First, start off with your base image. Mine's a resized & coloured cap from http://doctorwho.time-and-space.co.uk/
Duplicate the image.
Go to Do to Filter > Artistic > Cutout
No. levels: 8
Edge simplicity: 0
Edge fidelity: 3
You should get something like this:

Fidel around with the setttings, but remember, we want to keep as much of the detail as we can.
Now, duplicate the original base image again (which should the bottom layer) and bring to the top.
Go to Filter > Artistic > Cutout again, then enter these settings
No. levels: 8
Edge simplicity: 5
Edge fidelity: 3
You can be more free with the settings this time, the preview doesn't have to be as detailed looking
this layer should make your image a little less 'blotchy' looking
You might end up with something like this

set it to multiply, 45%
This largely depends on your image.

Now duplicate your original base image AGAIN, and bring to the top
Filter > Artistic > Poster Edges
Edge thickness: 2
Edge Intensity: 1
Posterization: 6
I set mine to screen 70%
And the result
