Help with colouring and effects

I've been struggling with photoshopping lately because I've got myself out of the habit. I was wondering if anyone could help me out and point me in the direction for some tuts, or offer suggestions as to how I can achieve, these colourings:

I use Photoshop 6.0 and Photoshop Elements 2.0
I'd be really appreciative if anyone can help me out, I want to photoshop well again.
