i think this is a helpful tutorial ;D , i made it with gimp , i think its transable
we are going to make this from this

1.Choose you base.I have choose a screencap from http://community.livejournal.com/bolly_c
2.Go to curves (kleuren >> curves) and set it to these settings
RBG : first dot -> 99,152
3.Go now to colorbalance (kleuren >> kleurbalans) set it to these settings
midtones/middenkleuren : -11/16/-17
4.Now go to channelmixer (kleuren >> Components >> kanaalmixer)
set it to these settings
red : 147,3/-19,3/-13,3
green : 4,4/111,1/-22,2
blue : 16,3/-20,6/90,4
5.Now again go to curves .Now we are going to make it a litlle blueish xD *or something like that xDD*
Blue : first dot -> 178,207
6. Now ad a new layer and set it to hard light , 82,0%
