We start with this one.
Make a grayish blue base #aab1c1

Open your picture and crop it like you wanna have it. I used filter->extract to erase the background. You can also use layer mask, eraser or lasso tool. whatever you like best. Post your picture in the middle.
Than dublicate your picture and set it to screen (50% fill)
Dublicate one more time and paste below the base picture. Use filter->Pixelate->Fragment (Set to normal 100%) You'll get a nice glowing effect than.
Than i used this earth stock and set it to screen. Paste below your picture base.
Should look like this now.

Paste the text you like.
Than you need a pretty texture (i used this one. i dont know who made it, so if you know please tell me!) and set it to color burn 100%
We got this.

Now we come to the coloring. My fave part ^.^
1. Hue/Saturation Layer; Saturation +25 (depends on picture)
2. Levels Layer
Channel Red; Input 46, 1,12, 255 // Output 0, 242
3. Selective Color Layer
Reds; -20, +55, +73, 0
Neutrals; +32, +2, -34, 0
4. Color Fill Layer #eba035 set to color burn (25% fill)
5. Color Fill Layer #1f1000 set to exclusion 100%
6. Levels Layer
Channel RGB; Input 11, 1,34, 255 // Output 14, 255
7. Color Fill Layer #bf3d15 set to soft light (68% fill)
8. Selective Color Layer
Reds; +6, +92, +76, 0
Yellows; +30, -5, -40, 0
9. Selective Color Layer
Reds; -28, +100, +100, 0
Yellows; 0, -55, 0, 0
Neutrals; +84, -53, -100, -16
10. Channel Mix Layer
Preset Custom, Output Channel: Red
+108, -37, +49, -12
Preset Custom, Output Channel: Blue
-149. +161, +138, -18
Looks like this now.

I added a starlight brush below my picture base. And borders on the sides using the Rectangular Marquee Tool.
Last step is: flatten image, dublicate, use filter->pixelate->fragment and set to screen 50%fill, to erase the effect from the face and text use layer mask with radial gradient.
