Making a low quality image better
Uses selective colour but you can skip that step or adjust image colour another way
Today we will be going from

Open base image
Crop image down

Duplicate image
Go to Image >> adjustment >> Selective colour
Cyan

0
Blue
-48
-100
-100
-100

At this point because we started with such a small image the icon is of much too low a quality to use.
Duplicate layer
Go to Filter >> Blur >> Radial blur >> 1.0

Duplicate the base layer and drag it up to the top
Set layer to screen

Open texture 01 >> set to colour burn >> opacity %30

Open texture 02 >> set to multiply >> opacity %100

Open texture 03 >> set to soft light >> opacity %61

Open a new layer >> fill with colour #efacd6 >> set to colour burn

Open a new layer >> fill with colour #fcf2c8 >> set to soft light %25
