Made in CS3 but compatable with most photoshops. Includes Selective colour
Here is the original image. Firstly I look to see what can be improved. I'd say brightened colour, better background. The base I'm using comes from

at don't_be_so_base
step one
I duplicated the base and I sharpened the duplicated layer. Directions: Filter>Sharpen. I reduced the opacity to 30%
step 2
I duplicated my last layer and I set it to Screen. Opacity: 23%. When brightening you'll see some of the colour in the face drain away. we'll get that back in the next few steps
step 3
I Duplicated my last layer and set it to linear Burn. Opacity:14%. The change in contrast is noticeable
step 4
This is the first Selective colour Layer. The Values are
REDS: -99, 0,0,0
YELLOWS: +6,0 +11,0
NEUTRALS: +10, 0,-29,0
step 5
The Second Selective colour layer. More subtle than the first it increases the red in the hair, brings out the yellows a little more and makes the icon brighter.
REDS: -26,0,0,0
YELLOWS: -35, 0, +64
NEUTRALS:0,0,+4,0
step 6
Time for the background. I used this texture

. To get the text white I went to Image>adjustments>invert . Set the layer to screen 100%
