Resizing and Texture Questions

Recently, I've taken to joining a lot of icon awards communities and they all have the same requirement that an icon be at most 40kb in size. For one of these contests, I made an animated icon, but unfortunately, it's 215kb big. Does anyone know if there is any way to resize it (.GIF file) without really affecting the icon negatively in terms of resolution? I appreciate any help that is given. ^^ I use Photoshop CS2 to make my graphics.

Another problem is that I've only just recently discovered textures in graphics, even though I've been at it for a while now. All my icons tend to turn out overly sparkly and while I'm really grateful to every tutorial that I used to achieve this effect, I can't help but feel that I want to try something new.

Most of my icons look like these nowadays. Does anyone know how to apply a texture and keep it dark, or have a texture that creates a darker effect? I use Screen a lot on the layers of textures, and sometimes it seems like it's the only style that works on the textures that I have now.
