first prepare the base and crop it 100x100
here's mine for this tut better if your picture have red or blue color, no problem if the base's color is dull like this  because we gonna make it shiny.
 

1. Duplicate the base and set it to color burn opacity 45%
  to  

2. Make selective color layer

red:
cyan -69
magenta 15
yellow 7

yellow:
cyan -58
magenta -7
yellow -26
black 3

green:
cyan 100
magenta -78
yellow -73
black 100

cyan:
cyan 57
magenta -77
yellow -62
black 40

blue:
cyan 57
magenta -61
yellow -68
black 54

white: 
cyan -23
magenta -20
yellow -30

set 100%

  to 

3. Duplicate the selective color layer then set fill 45%

  to 

4. Make hue/desaturation layer 
Master +48

Set 100 

  to 

5. Duplicate the base and set soft light with opacity 27%

  to 

6. Duplicate again the base and set soft light with opacity 27% again

  to 

ta daaaahh~~~ it finished here. i dont use texture here, just put some text or brush.
