Okay, so we're going to going from this to this to Photobucket

Step 1
1. Choose whatever picture you want, but I prefer it when the person's body is not cut on some part. I used this one of Leighton and Blake.

2. I cropped some of the picture but that was because text was on Leighton's arm and next to Blake, and why would I want that? I then zoomed in the photo (400%; if you cant find it, it's in the bottom left corner of the picture. it usually says 100%). Then I use the pen tool and I started to go around the picture. Like this.

3. After you're done, go to the first dot you've made, and then it will make a line-ish kind of thing. Now right click on the line, and click on Make Selection. What we're going to try to do is delete the background. Then right click again (this time with the Rectangular Marquee Tool) and click on </i>Select Inverse</i>. Then press delete (or backspace, whatever). Of course, it wont be perfect, so use the eraser tool delete the unnecessary.

4. Resize (Image >> Image Size). The picture's size was now:
width: 68
height: 60

5. Now we'll change the canvas size (Image >> Canvas Size) to 100x100 (pixels of course). Now it's time to start coloring and adding textures.

Step 2
6. Go to Layer >> New Adjustment Layer >> Hue/Saturation. I put saturation to 21. Head up though, Hue/Saturation is a tricky thin. Sometimes you dont really need it, but it's just useful sometimes when you're picture is pretty dull when it comes to colors.

7. Go to Layer >> New Adjustment Layer >> Curves.
RGB
First dot second dot
input: 76 input: 177
ouput: 63 output:184

8. Time for Selective Coloring.
Reds: -78, +10, +74, 0
Yellows: +58, +19, -15, 0
Whites: -50, +28, +50, +29
Neutrals: +14, 0, 0, 0

9. Create a new layer and fill it with #240707. Set it to Exclusion 67%

10. Create a new layer and fill it with #560A0A. Set it to Soft Light 57%

11. Add a grainy texture. I used this one by noisettee. Set it to Multiply 100%.

12. Add a colorful grainy texture. I used this one by spooky_window.

13. Time for another Curves layer.
RGB
input: 133
ouput: 155

And now you're done!

Remember that everything depends on the picture you're using, so change the settings the the way you want too to get the right coloring :)

but if you're lazy, I have a treat. A PSD! :D
