I'm starting out with this image:
 


1. Duplicate your base, and set it to softlight 100%

2. Duplicate your base again and set it to screen 28% bring it to the top

3. Make a new fill layer (Layer>>New fill layer>>Solid) fill with E3A9EC, set to softlight 100%

4. Make another fill layer this time fill with C6C6C6, set to colorburn 64%

5. Go to Hue and Saturation (Layer>>New Adjustment Layer>>Hue and Saturation)
Master Saturation: 24
Set to Darken 100%

6. Then go to color balance (Layer>>New Adjustment Layer>>Color balance)
Settings:

Midtones: 56,40,16
Shadows: -42,41,37
Highlights: 15,15,49

7. Selective Coloring time~ (Layer>>New Adjustment Layer>>Selective Color)
Settings:

Reds: -100,-34,100,100
Yellows: -100,100,-100,100
Cyans: 100,100,-100,-100
Neutrals: 46,8,25,-16

8. New fill layer, fill with 70BB6D set to softlight 77%

9. Another fill layer, fill with 051837 set to exclusion 100%

10. Last fill layer, fill with EC8ECC set to softlight 74%

11. Duplicate your base, set to softlight 100% and bring to the top.

Add whatever else you want and you're done!
