1. Start with your base. I used this picture of Ruki from the GazettE. Crop it to 100x100 and prepare it however you need.

2. This first step will heavily depend on what picture you chose.

My picture is very desaturated, so I added a hue/sat/lightness layer with these settings:

master +40

and then I duplicated the layer and set the duplicate at 28% opacity.

However, most of the other pictures I worked with needed a lot less color to start with.
It can sometimes look weird if you just delete the original saturation layers, so I just added a new one underneath with these settings:

master -55

and then I duplicated that layer and set the duplicate at 48% opacity.

The amount of saturation in your picture makes a huge difference in the end result, so be sure to mess around with the settings until it's just right for your picture.

3. Add a new color balance layer with these settings:

midtones 36, 33, -25
shadows 33, 15, -80
highlights 4, 0, -5

4. Add a new channel mixer layer with these settings:

red 125, -30, 0, 0
green -15, 115, 0, 0
blue -58, 130, 40, 0

*Note: This channel mixer is great for almost every picture, so try it out with lots of different tutorials and stuff. (I use it all the time)

5. Add a new curves layer with these settings:

(node=dot)

blue
1st node: 190>>225
2nd node: 129>>149

6. Add another curves layer with these settings:

blue
1st node: 206>>213
2nd node: 135>>115

7. Add a new raster layer and set it to multiply 40%. Fill it with #cee2f6, a light blue.

8. Add a new brightness/contrast layer with these settings:

contrast +5

And you're done!
