1. Crop and resize your base to 100x100 pixels. Sharpen if necessary.
2. Create a new raster layer. Fill with #0d33ff and set to Exclusion 50%.
3. Create a new raster layer. Fill with #ff790d and set to Dodge 100%.
4. Copy and paste this scratch texture onto a new layer, set it to Screen 100%. This step is optional.
