next make a new selective coloring layer
selective coloring
RED
cyan +10
magenta +10
yellow -10
black +10

NEUTRALS
cyan -20
magenta +10
yellow -10
black -10

above the selective color layer make a new color fill layer and fill 82cfef softlight 100 percent

now duplicate your base layer drag it to the top and set it to soft light and now your done


on some of my examples it was necessassary to add a saturation layer of 20 or 30 just depends on your image
