1. Duplicate your base and set the copy to 'Screen'. Note: depending on your base, you can skip this step (if the original pic is light enough) or change the opacity.

2. Hue/Saturation layer: saturation +21

3. Selective Color Layer:
reds: 0; 0; 97; 0
yellows: +96; 0; 0; -68
cyans: +100; 0; -100; 0
blues: +100; 0; -100; 0
whites: +100; -46; -100; 0
neutrals: 0; 0; +16; 0

4. Levels layer:
green input levels: 0; 0,83; 241
blue input levels: 0; 0,76; 234

5. Color fill layer: #150303. Set on 'Exclusion'.

6. Add this gorgeous texture: Photobucket made by kiho_chan and set it to 'Lighten'.
