How to get

Has one selective coloring layer but it´s not neccesary
PSD included
Okay start with your base, I took 
from Gossip Girl.
Duplicate your base and set it to Screen ; 100%
Then you add a new Fill Layer with the color #250202 and set it to exclusion.
Your icon looks green-blue-ish now.
Add a new color balance layer with following settings:
Shadows: 50 ; -5 ; -15
Midtones: -5 ; 0 ; -3
Highlights: -15 ; 5 ; 5
Add a curves layer:
First dot
Input: 138
Output: 152
Second dot
Input: 68
Output: 73
Add a selective coloring layer ( not neccesary it only changes the blue of the dress)
Cyans:
Y: +100 ; B -100
Blues:
C: 100 ; M: 100 ; Y: -100 B: 100
And you are ready :] It´s not that hard.
