-color layers
-color balance layers
-channel mixer layer
-hue/saturation/lightness layer
o1. Duplicate your base and set to Multiply at 100% opacity.
o2. Create a new raster layer set to Soft Light at 40% opacity. Fill with a very light blue. I used #ddecf7.
o3. Create a new raster layer set to Exclusion at 45% opacity. Fill with a very dark blue. I used #0a1134.
o4. Create a new Channel Mixer layer. Fill in these numbers: Red, 150 -70 0 0; Green, 0 100 0 0; Blue, -50, 70, 130, 0.
o5. Create a new Color Balance layer. Fill in these numbers: Shadows, 0 0 0; Midtones, 0 0 -40; Highlights, 0 0 -40.
o6. Duplicate the Color Balance layer and set the duplicate to Normal at 40% opacity.
o7. Create a new Hue/Saturation/Lightness layer. Fill in these numbers: Under Master: Hue: 20, Saturation: 30, Lightness: 0.
o8. Copy all layers (Ctrl+Shift+C) and paste as a new layer (Ctrl+L). On this layer, go to Adjust>>Sharpness>>Sharpen. Set the opacity as you see fit. Mine is set to 50%.
And you're done!
