Make this, using photoshop CS2:

● Prepare your base (crop, sharpen, etc)
● Then, go to Layer > New Adjustment Layer > Curves
RED
In 244; Out 255
In 6; Out 0
GREEN
In 231; Out 255
In 138; Out 153
In 97; Out 88
In 9; Out 0
BLUE
In 232; Out 255
In 127; Out 153
In 84; Out 92
In 3; Out 0
Set this to Normal, 100% opacity.
● Duplicate the curves layer, and set it to Normal, 70% opacity.
● Layer > New Adjustment Layer > Solid Colour
Fill with #03050f and set to Exclusion, 100%
And voilà, that's about it :)
