I checked the memories and I didn't see this one there. I'm just wondering how to do this 'toning' [if it could be called such] effect used in this picture:

I use PSP but I also have Photoshop too, so...I'm pretty flexible with programs. I just have no clue how to do this, and probably to my luck it'll be something extremely simple that I've missed. x_o

If anyone can help me, it would be greatly appreciated. =)
