Shondaime Tutorial
Done in PSP X so I'm pretty sure it's translatable to other programs!
Step 001: Crop your base and do whatever you need to do to it. Sharpen it, blur it.
I will be using this picture of Shodaime, 1st Hokage of Konoha which can be found HERE
Step 002: Duplicate your base and set it to Soft Light 100%
>>> 
Step 003: Go to Layer >> New Adjustment Layer >> Curves and move the little line until it says 35>58. If you need help, I have a picture HERE
>>> 
Step 004: Go to Layer >> New Adjustment Layer >> Hue/Sat/Lightness and raise the Saturation to +25 on MASTER
>>> 
Step 005: Next, duplicate your base 2 times. Delete the most bottom base only leaving the 2 that you just duplicated. Then move them one next to the other. Showing more of the right side then of the left side like shown below.

Step 006: With the left side image highlighted in your layers window. Go to Adjust >> Hue/Sat/Lightness and on MASTER type in -100% on saturation making it black and white.

Step 007: Now take a 5px or smaller black pencil or brush and make a straight line between the 2 images where they meet so its covered up.
>>> 
Step 008: Go to Layer >> New Adjustment Layer >> Hue/Sat/Lightness and on MASTER type in +35
>>> 
Step 009: Go ahead and take this texture HERE made by
ah_anime18 and move it over his face on the left side of the icon. Set it to LIGHTEN 100%

Step 011: Snag this texture HERE made bycielo_gris</lj>and set it to Darken 100%
>>> 
Step 012: Go to Layer >> New Adjustment Layer >> Hue/Sat/Lightness and on MASTER type in +35 again.
>>> 
Step 013: Now for some Color Balance Settings. Go to Layer >> New Adjustment Layer >> Color Balance.
Enter these settings:
SHADOWS: -46, 0, 17
MIDTONES: -20, 0, 0
HIGHLIGHTS: 61, 0, 0

Step 014: Next duplicate your bottom base. Drag it to the top and set it to Soft Light 100%

AND VIOLA YOUR DONE!
