☆Crop your image and use auto levels (shift+ctrl+L)

☆Make a new adjustment layer -> hue/saturation

MASTER:

☆Make another new adjustment layer -> selective color

magenta: 0
yellow: +100
black: 0

YELLOWS:
cyan: +100
magenta: 0
yellow: -100
black: 0

CYANS:
cyan: +100
magenta: -100
yellow: -100
black: +100

BLUES:
cyan: +100
magenta: -100
yellow: -100
black: +100

MAGENTAS:
cyan: +100
magenta: -100
yellow: +100
black: -100

WHITES:
cyan: -100
magenta: -100

NEUTRALS:
cyan: +100
magenta: 0

☆Make a new fill layer
Fill it with 03192C and set it to exclusion

☆Make another fill layer
Fill it with DCEDF1 and set it to color burn

You may stop there but I added this texture by cielogris:


then just merge visible and you're done.
