1. Start with your base, crop it to your liking.
2. Adjust the curves. Image > Adjustments > Curves (or Ctrl + M)
Input: 30
Output: 70
3. Duplicate the adjusted base, Color Burn 100%.
4. Now for the selective color: Layer > New Adjustment Layer > Selective Color:
REDS -100 0 100 0
Cyans 100 0 0 0
Whites 100 15 0 0
Neutrals 10 20 10 -10
5. Another selective color layer:
Neutrals 0 0 12 32
blacks -30 0 0 100
Now you are all set. It may not work on ever icon so make sure you use good judgement or else your icon may not turn out right.
