I used a screencap of Amber from 'House M.D.', because I like the way her hair looks in it =)

1. Layer - New Adjustment Layer - Curves
I: 62 , O:116
Again Curves - I: 91 , O:134

2. Layer - New Adjustment Layer - Brightness/Contrast
B: -7 , C: +9

3. Layer - New Adjustment Layer - Selective Color
Reds: -100 , -10 , +18 , +12
Yellows: -100 , +18 , +16 , -20
Whites: -39 , -30 , -11 , +6
Neutrals: -12 , -11 , -7 , -6

4. Layer - New Adjustment Layer - Selective Color
Reds: -100 , 0 , +100 , 0
Yellows: +40 , -40 , -100 , +30
Neutrals: +18 , 0 , +11 , -8

5. Layer - New Adjustment Layer - Selective Color
Reds: -48 , +10 , +48 , -13
Whites: +5 , -26 , -52 , -2
Neutrals: +4 , 0 , +5 , 0
Set the opasity of the layer to 62%

6. Again SC layer
Reds: -38 , 0 , 0 , +27
Then Duplicate this layer.

7. Set this texture to Multiply, Opasity: 100%
  and  to Screen, Opasity: 100%

8. Then you can put text so the icon will look finish =) I wrote 'The Bitch' with "House M.D." font and set the layer to Soft Light, Opacity: 100%.
