Take your picture and duplicate it once, set it to Screen 100%.

Now go to Layer >> New Adjustment Layer >> Brightness/Contrast. Click okay on the screen that pops up.

Brightness: +61
Contrast: +19

Now duplicate your original picture, drag it to the top layer, set it to Screen 75%.

Flatten your image.

Now go to Filter >> Blur >> Blur More, do that twice.
